Why it varies so much
Unlike Attendance Allowance or Pension Credit, Council Tax Reduction isn't a single national scheme run by DWP. Each local council designs and administers its own version, so the exact income thresholds, savings limits and reduction percentages differ depending on where you live. That variation is exactly why so many people assume, wrongly, that they won't qualify — the rules that ruled a friend or neighbour out somewhere else might not apply in your council area at all.
The Pension Credit connection
If you're over State Pension age, Pension Credit is one of the most direct routes into Council Tax Reduction. Many councils reduce or waive Council Tax entirely for households receiving the Guarantee Credit part of Pension Credit, which is why checking Pension Credit eligibility first is often the quickest way to unlock a full or near-full Council Tax Reduction award. Even without Pension Credit, a Council Tax Reduction assessment based on your own income and savings alone can still bring a meaningful reduction.
